There have been significant shifts in housing tenure since the 1970s, with most notably a rise in the proportion of households who have become owner occupiers. As a consequence 60% of households now own their home; 27% are local authority or housing association tenants; and only 7% rent as private tenants. The DOE commissioned this research to study the characteristics of non-pensioner households on the margins of renting or owning their home, and to determine those which influence the choice of tenure that is sustainable.
