Towns may have the right of Tending mem bers to parliament: and as certain copy holders are clearly interefied in the landed property, and fome Of them much more fo than the little freeholders, who are at prefent fo eafily to be biafi'ed by the nod of people of great eftates, I am clearly of Opinion, that you who pofi'efs Copyholds, and farmers who rent a hundred ayear, fhould have the right of voting for county members; and all who pay fcor and lot fhould be divided into dif'triéts, and added to the electors of each city and bo rough, as may be moit convenient in point of 'fituation, and agreeable to the magnitude of 'cach.
