VaYikra and BaMidbar meaning to call and to speak are attributing actions of God toward mankind. In VaYikra, God called unto Moses which was a casual way to communicate as to a friend. While in BaMidbar, God spoke unto Moses in an authoritative voice or an intentional action as a Master to His servant. The actions of God are always paramount in importance to that of His creation, mankind.
