Scientific and technological developments in the last century; started a multidimensional process of change and transformation in economic, social and political directions, led to the shaking of the settled structures in the world of two thousand, the breaking of traditional relations, and the transformation of social textures. Balances based on fear and cold war have been replaced by formations determined by economic processes. In essence, regional-ethnic and religious-based bloc and settlement formations emerge simultaneously with globalization approaches, which have the quality of "expansion of the economic dominance of the developed countries". With the global integration of the World Trade Organization (WTO), which affects the whole world, the European Union (EU), NAFTA, EFTA-like blocs and regional power centers are formed in the same process. The scientific and technological revolution has come to the fore as an independent variable that affects the whole of this process. Informatics and communication, as the common denominator of the process, have started to affect the whole system radically. Problem-solving knowledge production and communication has driven all forms of international economic relations.
