In the late 18th and early 19th centuries, India was gripped by the terror of the Thuggee cult, a secretive group of assassins who preyed on unsuspecting travelers. The novel intertwines the lives of multiple characters, each drawn into the deadly world of the Thugs.
The story begins with Michael Wilson, a British officer, who after a tumultuous affair with Indumati, a young widow he saved, fathers a daughter named Dolly. Although Wilson takes Dolly under his guardianship, he never marries Indumati and eventually abandons her, leaving Dolly to grow up with a deep-seated resentment towards him. Wilson's transfer to Junglegarh sets the stage for Dolly's fateful encounter with Ram Lal, a charismatic yet dangerous man.
Ram Lal, who later reveals himself as Behram, manipulates Dolly into joining his gang by preying on her hatred for her father. He tempts her with promises of power and wealth, convincing her that joining the Thugs would make her the queen of an empire. Dolly, initially unaware of Ram Lal's true identity, becomes a key player in the gang's operations, using her charm to honeytrap wealthy merchants and British officers.
As the Thugs' reign of terror continues, British officers, led by Oliver Jones, intensify their efforts to capture Behram and dismantle the Thuggee network. Jones uncovers the Thugs' secret language, Ramasee, and learns about their cross-cultural beliefs, particularly their devotion to the goddess Bhawani, whom they believe guides their murderous acts. Despite the capture of Omar, another Thug leader, Behram remains elusive.
In the climax, Behram, now 74 years old, is finally captured by Jones. He confesses to having been involved in over 900 murders, but his confession lacks remorse. Behram and his allies, including Motiram, are hanged from the very mango tree where his life as a Thug began, marking the end of his reign of terror.
The epilogue leaves readers with a chilling cliffhanger as rumors of a rising female Thug in Jabalpore begin to spread. This new figure, Fatima, is hinted to be a dangerous successor to Behram, keeping the legacy of the Thugs alive and leaving the story open for further exploration.
