Studienarbeit aus dem Jahr 2006 im Fachbereich Politik - Politische Systeme - Politisches System Deutschlands, Note: 1,3, Universitat Potsdam, Veranstaltung: Das Recht der Kommunen, 23 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Wer heute mehr Demokratie fordert und damit mehr Formen der direkten Burgerbeteiligung meint, hat, wie Umfragen zeigen, die Mehrheit der Bundesburger auf seiner Seite. Oft dreht sich die angestossene Diskussion um mehr Formen der direkten Demokratie auf Bundesebene. Kurzliche Ereignisse, wie die Debatte um die EU-Verfassung und den EU- Beitritt der Turkei liessen Forderungen in Politik, Medien und Bevolkerung nach mehr direkter Burgerbeteiligung wieder lauter werden. Vergessen wird in dieser Diskussion meist, dass das deutsche Recht sehr wohl die direkte Demokratie kennt, welche in diesem Zusammenhang nicht als Gegenstuck, sondern vielmehr als Erganzung des parlamentarischen Systems zu verstehen ist. Also Moglichkeiten meint, bei denen der Burger anstelle der Vertretung endgultig uber Personen (Plebiszit) und Sachfragen (Burgerbegehren/Burgerentscheid) entscheiden kann. Besonders auf kommunaler Ebene, die auch gerade deswegen auch als Schule der Demokratie" bezeichnet wird und zum Teil auch auf Landerebene existieren direktdemokratische Elemente und Verfahren, die dem einzelnen Burger einen direkten Einfluss und eine Mitgestaltung der Personalauswahl ermoglichen. Erwahnt seien hier die Direktwahl der Burgermeister und Landrate und die zum Teil mogliche Abwahl dieser durch den Burger. Diese Hausarbeit soll nun der Frage nachgehen, inwieweit die Implementierung direktdemokratischer Mitwirkung der Burger vorangeschritten ist. Und wenn ja, welche Erfolge in Hinblick auf die Nutzung und Wirksamkeit dieser Elemente zu verzeichnen sind. Der Fokus soll hierbei auf der, meist vernachlassigten, Kreisebene liegen, welche direktdemokratische Verfahren in Gestalt von Burgerbegehren und Burgerentscheid, wie in der Direktwahl des Landrate
