Although practitioners and users are interested in how agencies can work effectively together, they face a number of barriers in doing this. Furthermore, there is a lock of general understanding among professionals of, for example, the policy, legislative and demographic changes which influence interagency working, agency boundaries and agencies' responsibilities.
