Despite widespread recognition of race as a central part of the urban debate, the urban regeneration policy has often failed adequately to address the issue. Practice over the last 20 years has been based on the assumption that a general improvement in urban area will benefit all who live there. The aim of this research was to assess the relevance of City Challenge projects to the needs of ethnic minority groups. The action plans of 31 City Challenges were reviewed, with six case-study City Challenges selected for closer study. Interviews were carried out with representatives of providers and recipients of City Challenges training projects and business support. Focusing on the ethnic minority population in these areas, the report: identifies common patterns and innovations in training provision and business support; assesses the relevance and impact of training and business support; draws conclusions form the experience of City Challenge to identify good practice in the provision and delivery of training and business support to ethnic minority groups. This report is important reading for economic policy makers in local government and TECs, planners, professionals and academics and students interested and involved in urban regeneration.
