In 1993 the report "Building for communities" concluded that policies which allocated houses only to seriously disadvantaged families on low incomes were creating unbalanced communities. This study outlines the approach taken by the Joseph Rowntree Foundation to tackling this issue, and provides a summary and overview of similar initiatives being undertaken elsewhere.;Since 1997 the Joseph Rowntree Housing Trust has supported a policy of "voluntary sales" in the village of New Earswick, with the intention of attracting a greater social and economic mix of residents, and so preventing the village, its residents and the local schools which depend on it, becoming stigmatised. The scheme involves selling 50 per cent of properties which become vacant and re-letting half, with sales proceeds used to replace the stock.;It is hoped that this briefing note will be of use to those trying to enhance the quality of life on estates, and to those pursuing a neighbourhood renewal agenda.
