June Kato has never been a seafaring person, so it takes some convincing to get her to join her friends on a yacht tour of the Hawaiian Islands. With nothing else better to do that week, she packs a bag and goes off in search of adventure.
Hiding behind their youth, a small group of anarchists has come together, planning to protest the plight of Hawaiians on an isolated isle.
Elsewhere in a community meeting room, lawyers, military advisers, disgruntled island residents, and tour operators gather to hash out new policies concerning group tours on remote beaches.
But brewing on the distant horizon is a hurricane of trouble heading for all of them in this sea adventure!
