From the ashes of environmental devastation and war fought by nations long forgotten by history, the vicious Victarian Empire rose to rule over the land. Its native-born elite reign from a mighty and unreachable city suspended high above the clouds of soot that nearly choke out the sun. Beneath this poisonous veil, the poor must eek out an existence amidst a desert planet ravaged by violent mutants and gangs. All who have opposed Victaria's brutal rule have failed. Now, though, a fallen hero has risen to strike back against the Empire, and he has asked the infamous mercenary, Johnnie Bernstein, for help. Feeling emboldened by his most recent victory in the north, Johnnie agrees to aid in the fight against Victaria. In this war, however, the line between enemy and ally is often blurred, and the path to victory is not nearly as straightforward as it seems.
