Between May 2002 and July 2006, the Federal Transit Administration (FTA) provided technical assistance to the top 50 transit agencies through the Security and Emergency Management Technical Assistance Program (SEMTAP). The scope and purpose of the program were: Review the transit agency's environment for security and emergency management Review, analyze, and make recommendations on security documents Develop methods to enhance security and emergency management procedures and training Develop and refine counter-terrorism tools Assess training needs and provide technical assistance for training Develop materials for security briefings and awareness Provide technical assistance for emergency tabletop exercises and planning for actual drills Provide guidance on how to conduct threat and vulnerability assessments (TVAs) This report includes a program background and summary, the methodology used, findings and results gathered during the technical assistance visits and a description of the next generation technical assistance program."
