The purpose of the Draft CCP/EA is to develop a proposed action that best achieves the refuge purpose; attains the vision and goals developed for the refuge; contributes to the National Wildlife Refuge System (Refuge System) mission; addresses key problems, issues and relevant mandates; and is consistent with sound principles of fish and wildlife management.
