The Commission has noted in the past that the Chinese government has been more vigorous in publicizing and condemning abuse against women than in other areas concerning human rights. The Chinese Constitution and laws provide for the equal rights of women. In addition, the Program for the Development of Chinese Women seeks to increase women's development by 2010 in areas of the economy, decisionmaking and management, education, health, law, and the environment. CECC Annual Reports dating from 2003 have noted that the number of laws and regulations promoting the equal rights of women has expanded, with a noticeable difference after 2004.
