The principle upon which subjects have been classified in the one or the other of the two following lists is admittedly not susceptible of rigid application - opinion may differ, and it may be conceded that in the case of a considerable number of the subjects it has not been applied with nu erring judgment and with the greatest possible consistency. The lists are printed in response to numerous requests for information as to the actual practice of the Library of Congress, and are not offered as a guide to be unquestioningly followed.
