When the Briti h Government, through the First Lord of the Admiralty, Winston Churchill, declared for an international naval holiday, the American Federation of Labour took up the subject and declared for it, and succeeded in having the House of Represeifitativel page a resolution in favour of such a holiday. Itransmitted to Herr. Legion, Executive of the International Labour Secretariat, a communication asking that he and the labour movement of Germany declare for a naval holiday, or a stoppage of production of warships, and I also asked him, as the official head of the international labour movement, to send to the offices of the various trade unions each a copy of the resolution adopted by the American Federation of Iiabour, urging their respective Governments to adopt the policy of the naval holiday. Ireceived the reply from Herr Legien that it was impossible for him to do that.
