In 1916 The American Jewish Committee published a special edition of a work entitled Jewish Disabilities in the Balkan States, by Max J. Kohler and Simon Wolf. This paper, which dealt in the main with the discussion of the civil and political rights of Jews at the Congress of Berlin was presented by Mr. Kohler at the twenty-fourth annual meeting of the American Jewish Historical Society, held at Philadelphia, on February 20, 1916.
