To give the reader some idea of the opportunities Of Observing the traits and defects of those who have to be disci plined by the civil authorities, I may mention that over arrested per sons passed through our city jail in 1916, and over through the county jail, and that served sentences in the city jail in that year and in the county jail. About the same num ber have served sentences in these jails, annually, in the last five years, since I have had the privilege Of trying to help solve the problems which this large stream Of humanity imposes on the police and court officials Of the city and county.
