Upon my reappointment to office, at the beginning of the year, with your knowledge and cordial support, I undertook the task of practical reorganization of the Department from top to bottom.
My first effort was to surround myself with capable, earnest and dependable subordinates. With the success of this effort I have every reason to be satisfied, and the result of our year's work, as set forth in the following pages, shows conclusively that my satisfaction is in no wise without reason.
