I had arranged to spend Christmas with my family at Blenheim, when quite unexpectedly I was asked by Sir Edward Carson, on behalf of the War Cabinet, whether it would be possible for me, having regard to my legal engagements, to go to the United States for six weeks or two months. This invitation was strongly supported by Lord Northcliffe, and my old friend, Lord Reading, whom I naturally consulted, took the same View. I had in my own department many matters which required discussion with Washington, but apart from this, it was thought desirable that some British Minister should at this moment visit the United States and Canada, and, for reasons into which it is not necessary to enter, it was not possible for others to go. I saw the Prime Minister in his room at the House of Commons on the 1sth De cember, only two days after Sir Edward Carson first made the proposal to me, and it was settled there and then.
