The birth of a book, like the choice of a profession, is seldom a completely rational process. The present volume is no exception. My youth as a refugee in Europe and the challenging years of my work for the International Refugee Organization in China after World War II generated a lasting interest in the refugee problem.
The present volume is no polemic nor, on the other hand, does it treat the refugee problem as a stagnant pool of statistics. I have attempted to use the tools of political and social science to analyze the problem and the response of the world community to it. My hope is that this study may make a modest contribution to the understanding of a significant issue in international relations and provide insight into the character and activities of the international organizations created to deal with it.
