This new edition contains a detailed assessment of the NAFTA agreement as actually negotiated. It aims to inform public debate in all three countries about the impact of NAFTA and whether it should be ratified.;The first part of the study surveys US, Mexican and Canadian negotiating objectives. Part two examines the implications of NAFTA for trade, investment and employment; labour and environmental concerns that arise because of Mexico's lower level of economic development; and the cross-cutting issues of rules of origin and intellectual property. Part three analyzes the energy, auto, steel, textile, agricultural and financial services issues that were a major focus of the negotiations. Part four gives the authors' recommendations for making the agreement an acceptable proposition for all three countries, and to strengthen the open world trading system.;The new part five provides a detailed assessement of the agreement, using the recommendations in part four to develop a "scorecard" to grade the outcome.
