Spying inside Iraq's Embargoed Zone is risky. Agent Cobra is doing just this, and is now due his payment. But there's a snag: his spymaster, Captain Smith, is broke. Giving Cobra the mysterious Toploader device seems like a good idea, but panic breaks out when the military learns that the Toploader is no longer in their hands.
