Excerpt from The Obligation of the State to Provide for the Education of Its Citizens; The Extent of the Obligation; And the Grounds on Which It Rests: Education and the State: An Address Delivered Before the Regents of the University of the State of New York at Their First Annual Commencement, Held in the State Capitol at Albany; July 10, 1879

Before this time, however, signalized as it is by the occupation Of this new capitol, it has not seemed to the Regents that the fulness of time had come for the establishment of this characteristic anniversary - a public commencement. The separate institutions, in which the work of actual instruction and educational culture is carried On, have always had their commencements which constitute literary, festivals Of inestimable value, in every quarter of the State. Not till now have the time and the occasion come, for a commence ment of the University.

This we now inaugurate, and I introduce to you the Rev. Barnard, the distinguished president of Columbia College, the oldest college in the State, as the orator of this our first commencement.
