It is pleasant at the outset to agree with his fundamental proposition that our policy should rest on the principle The Philippines for the Filipinos. The question is what that principle requires us to do. His position on that question may best be given in his own words.

His first contention is thus stated ln his speech on April 21 before the Chamber of Commerce in New York, when Mr. Taft said.

The people of the United States have under their guid ance and control in the Philippines an archipelago of islands, the population of which is about souls. Of these are Christians and are Moros or other pagan tribes.
