It has long been my opinion that the Regulations by which the Readers obtain books in the British Museum, are extremely inconvenient; and I had suffered so much from the impediments and delay, that I, as well as others, have been almost driven from the Library. I made no effort, however, on the subject, because I wished to abstain if possible, from another controversy with well-paid Function aries, and irresponsible Boards.
