IN the following Paper I propose to discuss some of the more fundamental economic questions which (as I think) require consideration on the part of those who desire to arrive at a sober and unprejudiced estimate of our fiscal policy. The present controversy has brought into existence, or at least into notice, masses of statistical information, official and unofficial; the documentary ?ood is rising, and for some time to come is not likely to diminish. But in order that the volume of facts thus provided should instruct and not merely overwhelm us, it is necessary to consider it in the light of theories and principles, always, of course, open to revision in the light of experience, but without the provisional use of which experience itself can utter no intelligible oracles.
