We have seen2 that, instead of overburdening the provinces to meet the new expenses of the army and the government, Augustus had constrained the citizens to bear' their share of the public costs. The contributions that he required from them supplied the military treasury, so that he made an equitable division, the citizens in part paying the army, which the inhabitants of the corn growing regions supplied with food, while the provincials paid the expenses of the provincial government.
