Excerpt from Fourteenth Annual Report of the Board of Education: Together With the Thirty-Ninth Annual Report of the Commissioner of Public Schools, of Rhode Island, January, 1884
To the Honorable General Assembly of the State of Rhode Island: The Board of Education, in presenting its Fourteenth Annual Report, finds itself embarrassed in its desire to speak in terms of congratulation of the educational condition and prospect, by the recollection of two or three awkward statis tical items, to which attention was called by the Commis sloner of Public Schools in his Annual Report for 1882, and which it may be not amiss to recall here.
