Nor is the comparison less favorable when made with other countries. We have not access to the completed Census Returns of the United States of 1860 5 but those of the previous census are really more favorable to our neighbours, when the comparisons are by per centage of increase and not by aggregate increase.
The annual rate of progress in the United States between 1840 and 1850 was but per cent. 5 and in Great Britain for the same period it was per cent.
