Excerpt from Relations With Canada; Annexation: Speech of Hon. John Sherman, of Ohio, Delivered in the Senate of the United States, Tuesday, September 18, 1888

Mr. President: The recent message of the President recommend ing a line of retaliation against the Dominion of Canada involves the consideration of our relations with that country in a far more import ant and comprehensive way than Congress has ever before been called upon to give. The recent treaty rejected by the Senate related to a single subject affecting alone our treaty rights on her northeastern coast. The act of retaliation of 1887 was confined to the same subject matter. This message, however, treats of matters extending across the continent, affecting commercial relations with every State and Territory on our northern boundary. Under these circumstances I feel it is my duty to present my views of all these cognate subjects, and m doing so I feel bound to discard as far as possible all political controversy, for in dealing with foreign relations, and especially those with our nearest neighbor, we should think only of our country and not of our party.
