The welfare of the Nation demands that these rural resources and needs be not neglected. Electricity provides a key to their development. Therefore, the development of every type of suitable rural industry in every electrified rural area should be considered part of a Nation wide rural electrification program. To be of maxi mum service to farm people, such developments should be cooperatively owned and controlled, wherever possible.
