Il est à craindre, si l'église néglige la réforme, que les puissances I'entreprennent, et que si elle refuse de s'appliquer une correction volontaire, elle en subisse une malgré elle du pouvoir séculier. N. Valois, Le pape et le concile, t. I, p. 14-16. Cette réforme dont Martin V ne voulait à aucun prix, pas plus que du concile, il s'évertuait à la faire dévier en de mesquins correctifs apportés à des maux immenses. On s'explique I'exaspération de tous ceux parmi les contemporains qui espéraient le relèvement de l'église en voyant les déceptions que leur ména geait ce pape élu en vue de mettre fin au désordre et d'inaugurer l'ordre si néces saire. J'ignore si c'est sérieusement ou avec une douce ironie que N. Valois, op. Cit., t. I, p. 80, parle de Martin V favorable à un genre de réformes, genre très particulier puisqu'on voit, p. 82, que ces excellentes mesures n'curent que le tort peut-ètre de n'ètre point appliquées, semblables en cela à beaucoup d'autres mesures de réforme. C'est pourquoi il est permis de considérer comme une regrettable habi leté le smesures prises en vue de résultats qu'on était décidé à ne pas atteindre. Dans la bulle de dissolution du concile de Sienne, Martin V instituait une com mission cardinalice chargée de recueillir, au sujet des abus de la cour romaine et de l'eglise, tous les avis, tous les renseignements imaginables. Cela fait, Mar tin V se proposait de charger dans chaque province certains prélats de travailler sur place à l'amélioration du clergé; toutes ces belles paroles, ces pompeuses pro messes cachaient le dessein de ne rien faire, de ne pas aboutir. Est - cc à dire que ce n'étaient pas là de vaines promesses Sans doute la commission cardinalice va enfanter rapports, paperasses et mème une belle constitution pontificale datée du 13 avril 1425, publiée le 16 mai suivant (dôllinger, Op. Cit., t. U, p. 335 Et voilà l'église sauvée, puisque désormais les cardinaux auront à veiller sur leur conduite et leur tenue, à s'abstenir de toute fonction étrangère au service de l'église, à ne point se faire accompagner d'escortés trop nombreuses, à pourvoir à l'entretien de leurs titres à assurer le bon état matériel et moral des églises tenues par eux en commende; ils ne sont pas seuls à ètre admonestés, les familiers du pape, les protonotaires, les abréviateurs, toute la gent famélique aura elle aussi à°se réformer, les taxes indûment perçues par la chancellerie seront supprimées. Évèques, abbés, religieux ont leur tour, on leur rappelle le devoir de la résidence.
