Sec. 4. That the Secretary of War is authorized and directed to have made during the years 1912 and 1913 through the Chief of Engineers, United States Army. So far as practicable, an investigation and examination of all water terminal and transfer facilities contiguous to any harbor, river, or other waters under improvement by the United States, and reports on the same shall be sub mitted to Congress in annual reports or otherwise. Such examination and re port shall include among other things the following.
