Nearly 3,000 people died in the September 11, 2001 terrorist attacks in the United States, the single largest loss of life from an enemy attack on its soil. This publication is the official government edition of the final report by the National Commission on Terrorist Attacks upon the United States (also known as the 9/11 Commission). This independent, bipartisan panel was established in late 2002 by the US Congress and President George W. Bush to examine the facts and circumstances surrounding the attacks, to identify lessons to be learned (including preparedness for and the immediate response to the attacks), and to provide recommendations to safeguard against future acts of terrorism. The Commission interviewed over 1,000 current and former officials, including President Bush and Vice-President Dick Cheney (in private testimony), US Secretary of Defense Donald Rumsfeld, US Secretary of State Colin Powell and Condoleezza Rice, National Security Advisor to the President. It also reviewed over two million pages of documents, including classified information.
