An inefficient use of resources? An environmental wasteland? The cause of many of the social ills of our cities? Vacant and derelict land has been described as all this and is an ongoing policy concern to the Government. This research by Arup Economic Consultants, commissioned by the Department of the Environment, looks at why urban land continues to remain vacant or is converted for a beneficial use, and identifies the impacts of policy instruments on land vacancy. It attempts to discover which existing policy instruments are the most useful, and whether modifications or new policy instruments are needed.
