Excerpt from Slavery Petitions and Papers, Vol. 2
The petitioners further state that, by a resolve of Con gress, passed on the 20th day of June, 1778, provision was made for laying cit certain lands to the heads of families residing in the Illinois country; and that a great part, if not the whole, of the locations where the said lands were ordered to be laid out is covered by titles acquired under the ancient Government of the country; and that part of the said locations is rocky and of little value: wherefore, they pray that the said lands may be ordered to be laid out in a different place, and at the public expense.
