But, Sir, there is another reason, which impels me to speak with feeling upon this subject. He is a good man a Christian man, and a true friend, and he is very, very dear to me.
Sir, it is objected by those who have spoken on the other side, that if the General Assembly should desire it, it has not the constitutional power to grant this pardon.
