R. 10378) to provide for the promotion and maintenance of the Ameri can merchant marine, to repeal certain emergency legislation, and provide for the disposition, regulation, and use of property acquired thereunder, and for other purposes, having considered the same, report it with an amendment, and as amended recommend its passage.
