At this time when the world's supply of fresh water is fast running out, any disruption of the water supplies of Great Britain would be frightening. But escalate that disruption to a deliberate act of terrorism, and the idea become terrifying. Revenge is the motivation for the attack by a Major General of the deceased Saddam Hussein's Iraqi Military. He believes Hussein's death by hanging, carried out by the governments of the United States and Great Britain, should not have been allowed; as a consequence, he takes on the task of striking back. The first sign o the attack is discovered by the Metropolitan Police at New Scotland Yard, when an incident involving wildlife at a popular park reveals the use of the deadly poison Hydrocyanic Acid (HCN) to taint the park's lake. Commander Chris Hall leads the investigation and discovers that this quantity of HCN in the hands of the offenders could be sufficient to cause hundreds of thousands of deaths throughout Britain. With Commander Hall struggling to follow the tethered threads of this case, and a sleeper team of Mujahideen already scattered throughout the country awaiting orders, the British government is forced to contemplate the civil unrest that will surely follow if word of these looming attacks were to spread to the general public. It's a game to destabilise the government and the public by using terror; and it's working.
