Defined here as ′the introduction of a new idea, method, or device′, innovation encompasses several steps: identifying the problem, developing solutions, enlisting the support of various non-governmental groups, and implementing the new idea. The authors focus on the process of innovation in the hope of learning how information and knowledge can be made more useful to public policy-makers who innovate.
