Excerpt from Historical Sketch of the United States Naval Academy
The Naval Regulations issued in 1802 assigned no particular duties to the but directed the commanding officers to consider them as meriting in an especial degree the fostering care of the Government. Commanders were to see that the schoolmasters performed their duty toward the midshipmen by diligently and faithfully instructing them in those sciences appertaining to their department while the midshipmen, on their part, were to consider it a duty they owed to their country to employ a due portion of their time in the study of naval tactics, and in acquiring a thorough and extensive knowledge of all the various duties to be performed on board of a ship of war.
