Les Administrations des pays d'etat étaient les seules qui, sous la Monarchie pouvaient faire con naitre les formes délibérantes on y discutait les intérèts d'un vaste Pays on administrait ses revenus on répartissait l'impôt on en votait quelquefois la nature: celui qui était appelé à ces fonctions ne devait pas non plus ignorer les formes admises dans les Pays d'élection, parce qu'il fallait saisir les rapports des deux systèmes.
