In the preparation of this historical introduction the writer has relied almost exclusively upon the Oficial reports of the parliamentary proceedings. In order to avoid cumbering the pages with foot-notes, dates are introduced very freely into the narrative, SO that all facts and statements may be easily verified. One may use either the/ournal Ofia'el for the entire period, or, what is rather more agreeable, the Annales de i'assembl�e Natz'onale for the years 1871-1876, thejonrnal Oju'el for 1876-1880, and the Annales de la Chambre des Deput�s and the A nnales da sbnat since 1881.
