These general facts are a necessary prelude to any description of the labor situation in Hawan. They emphasize and-explain the existence, in a small and homogeneous group of islands, of a single predominant industry which so far overshadows all others that it has determined the race and character of the population. Present labor conditions and demands are a result of the traditions and practices and experience of half a century of plantation life. Therefore itseems proper to review brie?y some of the salient features of this history in order the better to understand the labor plans and policies of the moment.
