This report examines the link between low regional incomes, including those of some key workers, and typical first time buyer property prices in each local authority. The report analyses difficulties that working households faced in becoming home owners throughout England in 2002. It makes use of newly available local New Earnings Survey data based on place of residence, rather than place of work.;The report analyses the capacity of working households aged 20 to 39 to purchase at the lower end of the housing market. It considers the impact of commuting, which is particularly important for London and the South East, and also indicates surprisingly that affordability issues for working households are more acute in the South West than the South East. "Can Work - Can't Buy" presents important implications for government policy in relation to new affordable housing and provides a robust measure of home ownership affordability in England.
