Finally there is a third method possible. The tax rate may increase up to a certain amount, but re main constant beyond that fixed point. There may be progression up to a definite limit, and proportion thereafter. The usual term for this is degressive taxation.' The proportional rate is regarded as the normal rate, but on all sums counted downward below this limit the tax rate gradually diminishes. Degressive taxation is also graduated taxation, and one of its most common forms.
