Before the Revolution, the fu'ppiies of every year were raifed within the year, by temporary taxes - After the Revola tion this became too difficult; and money was raifed by perpe roating and anticipating the taxes, and forming them into funds for difcharging the principai and interelt of fums bor rowed upon them. But: even in this way, fufficient fupplies for carrying on King William's and (been Ann's wars could not have been procured, had it not been for the eflablifhment of the Bank. This provided a fubllitute for money, which anfwered all its purpofes, and enabled the nation to make payments that it could not otherwife have made.
